The Internet was built for "speed", or rather, bandwidth, right from the start. In the late 2000s, right after the penetration of Skype, other VoIP and video conferencing applications started to be prevalent, Jim Gettys and Dave Täht found the issue with latency and jitter and the term bufferbloat was coined. In 2010, they formed bufferbloat.net and departed on a journey to fix it. Algorithms like CoDel, FQ-CoDel and CAKE were developed and the expectation was, that these solutions will be widely accepted in all mainstream HW and SW and the issues will be fixed. Well, it's 2025 now and it's far from it. That's why QoE/QoS middle-boxes are here and we can argue that (almost) every ISP should use a box like this on their network.
