Paul Powell is Of Counsel in Davis Wright Tremaine's Communications practice, where he advises communications providers and technology companies on wireless spectrum policy, licensing, and emerging communications technologies. Before joining DWT, Paul served as Associate Chief of the Mobility Division in the FCC's Wireless Telecommunications Bureau, where he helped lead the development and implementation of initiatives that expanded commercial access to large swaths of mid-band spectrum, including the Citizens Broadband Radio Service (CBRS). He has more than 20 years of experience advising government and private sector clients on communications and technology matters.
